What’s eating the tomato plants?

Friend and co-worker Tony Kiss says something’s stripping all the leaves off his tomato plants. But it’s not eating the stems. So far, he’s had to plant twice. A neighbor reported the same thing.
Is it a rabbit, is it a groundhog?
What do you do? How to protect your plants? Is there a repellant? Or is a fence the best option? If so, what kind? Tony wants to know.
Other stuff has been left alone in his garden, such as his basil.

Could it be a tomato hornworm?

Description. The adults are very large moths with a 4- or 5-inch wingspan. The larvae are large green worms with white diagonal lines on each side and a prominent horn located toward the back.

Injury. The larvae feed on leaves and may attack the fruit.
